About The Blue Wave

Similar to the "Green Wave" for road traffic, there is a "Blue Wave" for inland shipping. The Blue Wave aims to better coordinate bridge openings considering expected arrivals of ships and road traffic conditions. By sharing information about upcoming bridge openings in advance, route planning for both road users and ships becomes more efficient. Consequently, everybody can reach their destinations smoothly and sustainably.

Since 2018, MAPtm has been responsible for the traffic management of the Blue Wave in the province of North Holland (as a part of the Smart Mobility programme). Since 2023, we have been working in partnership with Goudappel, engaging in a wide range of activities ranging from daily operations to policy development. We do this work according to a Plan-Do-Check-Act (PDCA) cycle that helps us align our work across strategic, tactical, and operational levels. By supporting both the management and development, we remain involved with the province of North Holland, allowing us to improve the Blue Wave from within.

Each season, MAPtm updates and refines the Blue Wave shipping schedule. When bridge operators adhere to this schedule, ships can determine the optimal arrival time at a bridge or lock to “ride the Blue Wave” and reduce waiting times. MAPtm is also involved in decision making that defines when and under what conditions bridges and locks may be operated. When doing so, factors such as anticipated traffic volumes on both roads and waterways are considered.

Furthermore, our activities include the functional maintenance of the Bridge Management System (BMS), including training and guidance for bridge and lock operators via the BMS Service Center. The BMS helps operators with the optimal timing for operating a bridge or lock, based on factors such as operational policies, the Blue Wave shipping schedule, approaching ships, and road traffic conditions. It also considers approaching emergency services and public transportation. An essential part of maintaining the Blue Wave is managing relationships with several partnered waterway organisations within the region. After all, the Blue Wave does not end at administrative boundaries. On behalf of the province, MAPtm maintains personal contact with operators, coordinators, and strategic partners from various local authorities.

In addition to day-to-day support, MAPtm contributes to the development and long-term objectives of the Blue Wave. In the coming years, we will continue to improve the BMS, assist in the development of new innovations (such as QR signs along waterways), and help roll out the system to more stakeholders in North Holland. To that end, we also host strategic development sessions with Blue Wave partners and perform data-driven performance evaluations of waterway traffic.
